POOR PLANNING LEADS TO UNCOMPLETED PROJECTS-DCD AUGUST 31, 2009

The Coordinating Director of the Mamprusi East district assembly of the Northern region, Mr. Ivan Ziniebom Gam has observed that improper planning and hasty decision taking are the cause of many uncompleted projects dotted across the country. He made the observation when he appeared before the Ghana@50 Commission of inquiry to render account for the use of resources made to the assembly during Ghana’s 50th anniversary.

The coordinating director told the commission that the Mamprusi East district received 21,100 Ghana@50 branded drinking cups and calendars on June 14, 2008. Again on October 20, 2008, the assembly received from the Northern regional coordinating council 83 boxes of mathematical sets for onward distribution to school children in the district.

Mr. Gam said having taken delivery of a number of assorted Ghana@50 items, the then district chief executive Mr. Peter Baga Wuni shortlisted some agents who accordingly collected the 50th anniversary souvenirs for sale to the public. However, only a few were sold.

For instance 180 Ghana Cedis was realised from the sale of 20 polo shirts, 136 Ghana Cedis for the sale of 27 T-shirts while 20 baseball caps sold for 60 Ghana Cedis and 31 and a half pieces of anniversary cloth made 1,134 Ghanaian Cedis in returns.

Mr. Gam noted that two agents could not account for 83 polo shirts, 58 T-shirts, and 95 baseball caps totaling GH¢1,322.oo. The two are Mr. J.S Wuni who could not account for 60 polo shirts and 35 T-shirts while Madam Alima Gumah owed 23 polo shirts, 23 T-shirts and 95 anniversary drinking cups.

He disclosed that out of the few gains made from the sale, the then DCE withheld GH¢1,200.00 while GH¢309.00 was used to cater for the visit of the then Northern regional minister to the district on April 09, 2007.

Also, many quantities of the anniversary items were given out free of charge. For example, the DCE at the time took away 143 polo shirts, 457 baseball caps, 202 T-shirts and 16 pieces of anniversary cloth for protocol sharing. Meanwhile, assembly staff received 33 T-shirts, 78 baseball caps, 60 polo shirts and two and a half pieces of anniversary cloth. Hounorable assembly members also got hold of 41 polo shirts and 41 baseball caps.

A remaining stock of 603 polo shirts, 2,180 T-shirts and 749 baseball caps were later cleared by the then DCE, Mr. Baga and distributed.

The Coordinating director’s presentation further revealed that anniversary drinking cups, and calenders were distributed through the Ghana Education Service to school children, schools, chiefs and heads of department.

Meanwhile, 83 boxes of mathematical sets are yet to be distributed to school children. Mr. Gam said these came in at the peak of last year’s elections and therefore could not be distributed.

He stated that GH C10,000.00 was given to the district to organize various activities to mark the 50th anniversary. Of the amount, GH C 9,955.20 was spent on the activities. For instance, an amount of GH C1,708.00 was spent on refreshment, transportation utilized GH C1,700 and fuel cost was GH C965.5. GH C526.25 was used to procure prizes and awards while video coverage and photos amounted to GH C350.00 and band boys were paid GH C73.50.

It was noted that the former DCE could not produce receipts for some expenses he allegedly made with funds from the Ghana@50 allocation prompting the chairman of the commission, Justice Isaac Duose to remark that “Mr. Peter Wuni, wherever you are, if you are listening to us, you have many questions to answer”
