BEWARE OF FAKE SALARY STRUCTURES, FWSC August 24, 2010

The Chief Executive Officer of the Fair Wages and Salaries Commission [FWSC], Mr. George Smith Graham has advised public sector workers to ignore some salary structures being circulated especially within the civil service adding that those documents in circulation do not represent the official Single Spine Salary Structure being formulated by the commission.

He wondered why selfish people can circulate illegal documents alongside official documents just to misinform workers and to create the impression that the Single Spine Salary Structure is inferior to some existing salary structures.

The chief executive officer was addressing public sector workers at an interface meeting in Bolgatanga in the Upper East region. A similar meeting was held previously in Tamale with public sector workers. These exercises form part of a week-long sensitisation tour being organised by the fair wages commission.

Mr. Graham emphasised that none of the over 512,000 public sector workers will be disadvantaged by the new Single Spine Pay Policy. According to him, not even a single worker will have his or her salary reduced by a cedi. He said discussions with stakeholders like CLOGSAG have not broken down rather, arrangements are being made to conduct a re-evaluation of jobs in the civil service in collaboration with the management services division.

He said the commission is committed to ensuring that a fair and transparent pay policy is implemented in the country which will benefit all public sector workers. Mr. Graham also informed the meeting that the security services and other institutions on the A-Range and who have completed their mapping and migration exercise unto the Single Spine Salary Structure are the next batch of workers to be paid on the single spine from this August.

Some of these institutions are the Ghana Prisons Service, Ghana Fire Service, Ghana Immigration Service and the National Commission on Civic Education. However, all public service employees will be paid three months arrears covering January to March 2010 as per the 10 per cent across-the-board salary increase.

Mr. Graham observed that the implementation of the Single Spine Salary Structure is a process and not a one-time event. He therefore called for patience and support from all public sector workers as it may take some time for all workers to put on the single spine.

A director of policy, research and analysis at the Fair Wages Commission, Mr. John Yaw Amankrah who also addressed participants stated that workers’ benefits and allowances are to be harmonised and standardised under the Single Spine Pay Policy.

Mr. Amankrah noted that all negotiations for benefits, allowances and conditions of service which are financed from public funds without the involvement or prior approval of the Fair Sages and Salaries Commission are null and void.

The Fair Wages and Salaries Commission was established by government in 2007 through an Act of parliament, Act 737, 2007 in anticipation of an effective implementation of a new pay policy to promote equity and fairness in the salary administration for the public sector.

Participants at the interface meeting expressed concerns such as whether institutions to benefit later from the Single Spine Pay Policy will receive any arrears. To this, the commission’s team answered in the affirmative. Leaflets and other documents regarding Single Spine Pay Policy were distributed to participants for their study.
