Disasters have been with us for years now even though they are an unpleasant part of our history. It will be recalled that within the first quarter of 2007, a number of districts mostly in the three northern regions were hit by floods as a result of torrential rains. Government alone could shoulder the responsibility of providing for the immediate needs of flood victims.

It took the combined efforts of NGOs and philanthropic individuals to mitigate the adverse effects brought by these floods.

One of such efforts gave birth to the Lively Empowerment Against Poverty, LEAP programme. Thus in close collaboration with the World Bank and the World Food Programme, the social welfare department, SWD has disbursed GH¢37,500 to 1,085 beneficiaries in five communities in the East Mamprusi district of the Northern region.

The communities included Porigon, Chirifoyiri, Kulgana, Nanori and Gaadantinga. During the first phase of the LEAP programme in the district, each beneficiary received GH¢30.00 a package for two months. They were mostly children, the aged and others living below the poverty line. According to the LEAP officials, the package is an emergency relief to the receipients.

The programme which began this August will end by February, 2009. According to the East Mamprusi social welfare officer, Mr. Maji, LEAP has come at the right time and he believes it will put big smiles on the faces of the many beneficiaries.

Mr. Maji said LEAP basically seeks to cushion beneficiaries against the hardships they face as a result of the floods that washed away many food stuffs and other property of the victims.

A beneficiary Issah Musah, thanked LEAP and said he will use the money to buy maize and also use part of it to register with the NHIS.

The MP for Nalerigu-Gambaga, Hajia Alima Mahama, a staff of the NYEP and staffs of the northern regional office of the SWD witnessed the disbursement at the various communities.
