53 ASSEMBLY PERSONS SWORN INTO BMA March 15, 2011

The Bolgatanga Municipal Assembly in the Upper East region has now been given full powers and legal backing to function effectively with the inauguration of its new crop of assembly persons. In all, 53 assembly men and women from the last district level elections were sworn into the assembly.

These included 37 elected members, 16 appointed members and the two automatic members comprising the municipal chief executive and the Member of Parliament for the Bolgatanga Central constituency.

A Member of the Council of State, Hon. General Arnold Quainoo who represented President Atta Mills at a brief inaugural ceremony in Bolgatanga challenged the new assembly persons to live up to the trust of their electorates as many hopes for development and improved livelihoods will depend on them.

He noted that among many other duties, assembly persons are mandated to maintain close contact with their constituents, collate their views for presentation at assembly meetings as well as brief their electoral areas before and after assembly meetings in order to keep the communities up to speed with the development agenda of the assembly and the government at large.

The President’s representative also observed that assembly persons can keep faith with electorates by liaising with development partners for intervention programmes in their areas while he urged the municipal chief to be diligent, accessible and open to all. He however advised assembly persons against using their positions to seek undue personal favours from the Municipal assembly saying such members when caught will be dealt with.

Hon. Gen. Quainoo disclosed that the Mills led government has reviewed certain national policies including the implementation of a new sanitation policy, a reviewed national decentralisation policy and the reduction in numbers of unit committees to allow for efficiency while the local government sector is also being strengthened.

He called for mutual cooperation between the assembly members and management of the assembly stressing that the success and progress of the assembly’s work will depend largely on the concerted efforts of all the stakeholders. He said for instance, members should be able to propose new and effective ways of improving locally generated funds for local development.

The Bolgatanga Municipal Chief executive, Hon. Epsonah Ayamga in an address welcomed the inauguration of the assembly noting that Ghana’s decentralisation system cannot manifest fully if the district assemblies are not functioning properly.

Hon. Ayamga further called on the newly inaugurated assembly persons and the general public to study Act 462 of the 1992 constitution so as to learn of the functions, duties and responsibilities of the assembly men and women
