NCCE EMPOWERS CITIZENS TO ENHANCE SOCIAL AUDITING 24th FEBRUARY, 2026

The Kassena-Nankana West District Office of the National Commission for Civic Education (NCCE), has engaged stakeholders at a social auditing committee meeting in Paga this Tuesday morning.  This is in tandem with the NCCE’s civic engagements on the Rule of Law and the fight against corruption under the Participation, Accountability and Integrity for a Resilient Democracy (PAIReD) Programme. It is geared at improving local governance, accountability and transparency.

PAIReD is primarily funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). It is co-financed by the European Union and the Swiss State Secretariat for Economic Affairs (SECO).

GIZ Ghana, is implementing the programme in consonance with Ghana’s Ministry of Finance, while the NCCE is one of the leading local implementing agencies.

Acting District Director for the NCCE, Mr. Ganvu Paul Kwame said the engagement was to empower citizens to lawfully assess and monitor the performance of local government and public institutions, provide dialogue platforms between duty-bearers and communities and as well, empower the local people to form Social Auditing Development Committees that will spearhead development in their respective communities.

In his presentation on public accountability mechanisms, Upper East Regional Public Education Officer with the Commission on Human Rights and Administrative Justice (CHRAJ), Mr. Edmond Alagpulinsa noted that, accountability places an obligation on an individual, group or organization to account for its activities and also, to disclose to parties/stakeholders of activities undertaken over a given time frame; in a transparent manner.

He said accountability manifests itself in two major ways; Horizontal Versus Vertical and Political Versus Legal. Mr. Algapulinsa also noted that, Ghana’s 1992 Constitution in Chapter Five (5) provides for the rights of citizens including those hinged on the promotion of transparency and accountability in the public space. He thus urged Ghanaians to use all legal and constitutional channels to demand accountability on duty bearers and public office holders as “some often will not willingly do so unless they are pushed”.
