NCCE PARTNERS EU TO FIGHT CORRUPTION 11/06/18
The
Kassena-Nankana West District office of the National Commission for Civic
Education [NCCE] in the Upper East Region, has undertaken series of campaigns
under a programme dubbed; Accountability, Rule of Law and Anti-Corruption
Programme [ARAP].
District
Director of the NCCE, Mr. Robert Dampare disclosed in a media briefing that,
ARAP was a European Union [EU]-sponsored anti-corruption programme that was
being implemented in phases in collaboration with the Government of Ghana
through the NCCE. According to him, the NCCE was mandated by its very nature to
assist in educating the Ghanaian populace on all civic issues and that,
partnering the EU to sensitize the public on the negative effects of corruption
on the country’s development was worthwhile.
Mr.
Dampare said as part of the strategies to reach out to the public with the
ideals of the ARAP intervention, his office arranged meetings with target
groups and executed an elaborate advocacy and lobbying campaign to sell out the
message. This allowed for the NCCE to educate people on how to demand
accountability, detect acts of corruption and the appropriate authorities to
report such acts to. He said the campaigns also touched on the need to
institute very stringent measures to drastically reduce corruption in the
system.
The
NCCE Director said in addition, participants at the various engagement fora
were allowed to ask questions and also made suggestions to institutions at the
frontline of the fight against corruption. He encouraged the people to demand
accountability from duty bearers and all manner of officers put in charge of
public funds. He noted that if members of the public do this religiously, it
will lead to judicious use of the country’s limited resources and as well,
block loop-holes in the system.
He
revealed that the civic education and awareness campaigns his office carried
out across the district on ARAP, started on 13th April, 2018 and concluded on
18th May, 2018. He said during the period, 30 engagement activities were held
with 10 youth groups, five trade associations and three fiath-based
organisations. He added that, three traditional areas were also visited and
interactions held with the respective chiefs, their elders and subjects.
Meanwhile, the NCCE team also had deliberations with two health facilities,
drivers’ associations and passengers as well as artisanal groups in the area.
Mr.
Dampare said aside the engagements with identifiable groups, the NCCE also
carried out street announcements in 10 communities including the Paga township,
Navio, Kanania, Kakungu, Badunu, Kajelo and Paga-Nania among others. In his
estimation, a total of over 1,615 persons were reached with the ARAP message
throughout the district.
Sharing
reactions received from the public during the campaigns, the officer disclosed
that some people perceived corruption to be perpetuated mainly by politicians
who often claim they were in leadership to serve. Meanwhile, some also held
that a good number of civil and public servants engaged in corrupt acts at the
Assemblies and elsewhere.
He
added that, it was the view of many stakeholders that committees often set up
to investigate crimes of corruption and looting of state property, end up
exonerating the wrong-doers. He said members of the public believed that, only
severe sanctions meted out to persons found culpable in corruption allegations,
will be a sure measure to stamping out the phenomenon in Ghana.
